BEC RFP – POSTING: Postings and Comment Process on Draft Contracts for Energy and Capacity and Draft RFP Rules
The Spring 2026 Block Energy and Capacity Request for Proposals (“BEC RFP”) consists of the procurement of: (i) monthly on-peak and off-peak standard block forward products as well as combinations for Ameren Illinois Company (“AIC”), Commonwealth Edison Company (“ComEd”), and MidAmerican Energy Company (“MEC”) for the period June 1, 2026 to May 31, 2029; and (ii) capacity for AIC for the periods June 1, 2027 to May 31, 2028 and June 1, 2028 to May 31, 2029.
On January 22, 2026, the Procurement Administrator posted the following documents to the Draft Documents page:
- draft Spring 2026 energy supplier contracts for each Company (AIC, ComEd, and MEC);
- draft Spring 2026 capacity contracts for AIC (separate contracts for MISO-Delivered ZRCs and Financially-Settled ZRCs); and
- draft Spring 2026 BEC RFP Rules.
The Procurement Administrator is proposing to use the energy and capacity contracts from 2025 with changes to the Supplement related to incorporating the ISDA 2018 U.S. Resolution Stay Protocol into the form of guaranty, if applicable, and minor administrative changes. The Procurement Administrator is proposing to use the RFP Rules from 2025 with changes to incorporate a new “Two-Year Combination” product offering in the AIC Capacity procurement event, as approved through the 2026 Electricity Procurement Plan, and other administrative changes.
The Procurement Administrator invites interested parties to submit their comments on the proposed changes incorporated into the draft energy contracts for AIC, ComEd, and MEC, the draft capacity contracts for AIC, and the draft RFP Rules. The deadline to provide comments is Friday, February 06, 2026.
The Procurement Administrator also posted the following documents to the Final Materials page:
- the final Standard Pre-Bid Letters of Credit for energy and capacity; and
- Appendix 17: Confidentiality Statement.
All additional final RFP documents will be posted to the Final Materials page on February 27, 2026.
