Guidance on Indexed REC Renegotiation
The Illinois Power Agency (IPA) has published a guidance document to help existing Indexed REC contract holders navigate non-price renegotiation options for their existing contracts, in light of the recently signed Clean and Reliable Grid Affordability Act (CRGA) (Public Act 104-0458).

IPA Supplier Portal
Suppliers with projects that have been awarded in an Indexed REC RFP are required to submit compliance forms, such as Minimum Equity Standard reports, and other materials to the IPA for review. Suppliers use the supplier portal to submit such materials. Please use this graphic to understand the timeline for key deliverables:

IPA’s Energy Workforce Equity Portal
The IPA’s Energy Workforce Equity Portal is designed to help connect clean energy companies with Equity Eligible Persons looking to work in the clean energy sector in Illinois. Developers of clean energy projects, such as developers of utility-scale wind, utility-scale solar, and brownfield site solar projects, can use this portal to advertise clean energy jobs and to search for Equity Eligible Persons seeking employment, as Equity Eligible Persons register on the portal. Developers can also use the portal to apply to qualify as an Equity Eligible Contractor.

IPA’s Minimum Equity Standard Page
The Climate and Equitable Jobs Act (CEJA) created an equity accountability system mandating minimum equity standards for certain IPA administered programs and procurements, including competitive procurement events for Indexed RECs. The Minimum Equity Standard (MES) helps ensure that the growing clean energy economy is accessible to everyone. The IPA created a Minimum Equity Standard (MES) webpage to provide the most up to date MES related documents, educational resources, and training materials related to MES Compliance Plans and waiver requests.

The IPA’s Diversity, Equity, and Inclusion (DEI) page represents the IPA’s commitment to DEI principles in its mission to create an equitable clean energy future in Illinois. The Climate and Equitable Jobs Act (CEJA) created new requirements to meet DEI targets and mandates for renewable energy projects, programs, and procurements. This includes supporting projects led by Equity Eligible Contractors, mandating a Minimum Equity Standard related to the project workforce, and creating and maintaining an Energy Workforce Equity Portal to connect clean energy companies and developers with Equity Eligible Persons. Additional information on DEI outreach, resources, and webinars is maintained on the IPA DEI page.
