Indexed REC RFP – POSTING: Appendix 16: Energy Transition Community Grant Areas and Hydropower Preference Communities
The Procurement Administrator has posted Appendix 16 of the RFP Rules for the Summer 2026 Indexed REC RFP to the Final Materials page of the Indexed Wind, Solar, Brownfield, and Hydropower section of the procurement website. The document is dated April 17, 2026. Appendix 16 includes the list and map of Energy Transition Community Grant Areas and the list of Hydropower Preference Communities.
- If the Project is located in Illinois and is either a utility-scale solar project or a utility-scale wind project, and at least 50% of the Project site is located within an Energy Transition Community Grant Area, the Project qualifies for a reduction in the Strike Price for evaluation purposes.
- If the Project is a hydropower project, and the Project Site is located in or adjacent to a Hydropower Preference Community (either (1) the EJC map linked in Appendix 16 or (2) Table B in Appendix 16) the Project qualifies for a reduction in the Strike Price for evaluation purposes.
A Bidder will indicate whether the Project is located within an Energy Transition Community Grant Area or a Hydropower Preference Community in the Part 1 Proposal. Supporting documentation will be required as explained in paragraphs IV.4.3 and IV.7.3 of the RFP Rules.
