Indexed REC RFP – REMINDER: Comments due Monday, March 23; Additional Topic for Feedback
The 2026 Long-Term Plan provides for a procurement of Indexed Renewable Energy Credits (“Indexed RECs”) from new utility-scale wind projects, new utility-scale solar projects, new brownfield site photovoltaic projects, and new hydropower projects at an existing dam or modernized or retooled hydropower projects at an existing dam this Summer 2026.
On March 5, 2026, the Procurement Administrator posted to the procurement website Preliminary Proposal Requirements and the Draft Indexed REC Contract for the Summer 2026 Indexed REC RFP. Additionally, an Invitation to Comment was posted and within this document several topics for feedback were identified (Surety Bonds, Impacts of H.R. 1, and General Feedback on Improvements). In addition to these topics, feedback is requested on the following item:
- Additional topic for feedback: Section 6.1 of the Indexed REC Contract requires Seller to provide to Buyer and the IPA hourly MWh generation data after the conclusion of each month. The Indexed REC Contract provides that if Seller uncovers errors related to the hourly MWh generation data for a Vintage Month provided by Seller that exceeds 5% of the aggregate generation data for such Vintage Month, Seller shall notify and submit corrected data to Buyer and the IPA within 3 months for recalculation of the REC Monthly Price by the IPA.
- The IPA is seeking feedback on whether the 5% threshold is appropriate or if the threshold should be recalibrated to a lower percentage such as 2% or 3%?
The deadline to provide comments is Monday, March 23, 2026. All interested parties may submit comments on any aspect of the documents posted as well as on the topics identified. The comment process is further explained in the Invitation to Comment.
