Indexed REC RFP – REMINDER: Webcast on Tuesday, March 24 on Optional Process to Submit Comments on the Credit Instruments
All participants in the Summer 2026 Indexed REC RFP will be required to provide bid assurance collateral in the form of cash or a Pre-Bid Letter of Credit with the Part 2 Proposal. Additionally, participants with a Bid selected and approved by the Commission in the RFP will be required to provide Performance Assurance under the Indexed REC Contract in the form of cash, Post-Bid Letter of Credit, or surety bond. Beginning with the Summer 2026 Indexed REC RFP, the process to submit comments on or propose modifications to these Credit Instruments will begin prior to the opening of the proposal process. Submission of comments on these Credit Instruments is not required to participate in the RFP.
The Procurement Administrator will hold a webcast on March 24, 2026 from 1-1:30 PM CPT to explain the general process, submission and assessment process, and requirements when making comments on or proposing modifications to the Credit Instruments. Time will be allotted for questions. To RSVP to this webcast, please reply “YES” to this email. To be further explained on the webcast, parties submitting comments will be required to register for an account here. The Procurement Administrator will begin issuing accounts to individuals that have registered beginning March 24, 2026. Only one account will be issued to a company. This account will be used to submit the Proposal(s) for your Project(s) as well.
The Calendar on the procurement website has been updated to include deadlines related to this comment process. The comment process proceeds as follows:
- March 16: The Procurement Administrator posts the Comment Process Overview with the requirements to participate to the Final Materials page, the standard forms of the Pre-Bid Letter of Credit and Post-Bid Letter of Credit to the Final Materials page, and the Form of Surety Bond to the Draft Documents page.
- March 24: The comment process begins, and the Procurement Administrator will also hold a webcast on this date to explain the process and requirements.
- April 9 at 12PM (noon) CPT: Deadline to provide comments on the Credit Instruments to the Procurement Administrator
- April 27: Assessments of comments on Credit Instruments issued to participants
